Noakes, known as Violet Vixen on his YouTube channel, is from Corby, a town in the county of Northamptonshire, England.
Every year, the town celebrates young people at the Spirit of Corby Awards.
After receiving the award, 12-year-old Leo said he hoped to inspire people to be themselves.
‘I feel incredibly, like, shocked and really proud,’ he told BBC.
Leo discovered RuPaul’s Drag Race by chance
Leo recalled he was looking for drag racing on Netflix when he discovered the world of RuPaul’s Drag Race.
‘Oh my god, I need to do this!’ he said.
‘Leo is just Leo. He loves playing around with makeup, he’s girly, so as others say,’ he continued.
‘Some people don’t understand that and I think that’s what the bullying from anyone is all about.’
